If I understand your question it's that you wish to remove an Airbag and replace it with a Storage compartment (Glove box).
In Short, you can't legally do it.
To remove or tamper with a safety item is illegal, and it places the passenger as risk of serious injury or death. There is legislation in place in reference to the ADR's (Australian Design Rules) that state what car manufacturers must incorporate into their vehicle and this includes Air Bags.
Travel safe.
